The Almighty is the month of Ramadan, and he did not say Ramadan, and he said, So whoever of you witnessed the month and did not say Ramadan, then gain strength by this. He, Glory be to Him, named Him by one of His names in a parable of the months, because there is no one in the names of the months of the year who has a name by which God is called except Ramadan. We describe it here except as Muharram, which is one of the sacred months

Then, God Almighty revealed the Qur an in this month on the best night called Laylat al-Qadr, so He sent it down in it as guidance for people and clear proofs of guidance and criterion from the fact that it is Ramadan.
