Whoever of its inhabitants descends into Hell except through their deeds, and for this reason there will remain empty places in it, and they are the places that if the people of Paradise entered them, they would inhabit them. So God creates a creation that they would inhabit in a manner that if they entered Paradise with it, they would be punished, which is what the Prophet, may God’s prayers and peace be upon him, said. So the mighty man places his foot in it, and it says, “Never, Never.”

That is, “My Sufficient is My Sufficient,” for God Almighty says to her, “Has it been filled?” and she says, “Is there more?” For He said to Paradise and Hell, each of you has its own fullness. So He did not stipulate for them except that He fills them with character, and He did not stipulate the punishment of those who fill it with them, nor their bliss, and that Paradise is wider than Hell, without doubt. Its width is the heavens and the earth, so what do you think its length is, for it is for Hell like the circumference of a circle, and what it contains, and in the revelations of conduct, we have drawn it and clarified it as it is in itself in the chapter on Monday, and Hell is as wide as the line that distinguishes the diagonals of the circle of the orbit of the fixed planets, so where is this narrowness in relation to that breadth, and the reason for this breadth, the gardens of specialization? Divine

It is mentioned in the report that there will also remain places in Paradise in which there is no one, so God will create people for bliss and fill them with them

That is, the Most Merciful will place His foot therein, and that is only in the gardens of specialization, so judgment belongs to God the Most High. The Great He singles out for His mercy whomever He wishes, and God is the Possessor of great bounty.
