Glory be to Him with the word “reason” until He mentioned the verses to those who have understanding, so not every rational person looks at the core of matters and their inner meanings, for the people of the outward appearance have minds without a doubt, and they are not those with understanding. [Page 207 of the Cairo edition] There is no doubt that the disobedient have minds, but they are not possessed of prohibitions, so their attributes differed, since each attribute was It gives a kind of knowledge that is attained only by those who have that characteristic. God did not mention it in vain. God has mentioned many verses in the Mighty Qur’an. In places He added them, and He recited some of them to others, and He added the description of those who know them, and in places He singled them out, such as juxtaposing some of them to others, their path in Surat Al-Rum, so God Almighty continues to say, “And of His verses.” And of His verses and His signs, all people recite them, and only the groups that He mentioned in each specific verse pay attention to them, so those verses were against those who were revealed as verses, and against others for the mere recitation, so that they would be rewarded for it
