Because if the divine proportion of the permissibility of a matter in the Sharia were the same as the proportion of the prohibition of that same matter in the Sharia, then it would not be valid to change the ruling, and the change of the ruling would not be valid, and also the Almighty’s saying would not be valid. The Almighty’s attribution of what He has legislated to Muhammad, may God bless him and grant him peace, is contrary to his attribution to another prophet. Otherwise, if the attribution were the same in every respect, which necessitated the specific legislation, then the law would be the same in every respect. [ The divine proportions only differed due to the differences in circumstances ] If it is said, “Why did the divine proportions differ?” we say, “Because of the differences in circumstances.” Whoever is in a state of illness prays, O Healer and O Healer, and whoever is in a state of hunger, says, O Sustainer and Who The state of drowning, he says, O Mughith, so the ratios differed due to the different conditions, which is his saying: “Every day is in a matter, and We will empty it for you, O heavy ones.” And his saying, may God bless him and grant him peace, when he described his Lord Almighty with his hand as the scales, lowers and raises. So for the state of weight, it was said about him who lowers and raises, so these ratios appeared. This is the case with the difference in the conditions of creation. [ The conditions differed only due to the difference in time. ] And our saying: The conditions differed only due to the difference in times. The difference in the conditions of creation is due to the difference in times over them .
