In the same matter, the jurists say that if a ruler is immoral or ungrateful, then he is deposed according to Islamic law, but in our view he is deposed according to Islamic law regarding what he was immoral in, especially because he did not rule according to what was prescribed for him to rule. The Messenger of God, may God’s prayers and peace be upon him, established them as rulers despite their injustice, so he, peace be upon him, said, “Who is it and who is among them?” If they are just, then it is yours and theirs, and if they are unjust, then it is yours and theirs, and he forbade us to withdraw a hand from obedience, and what was reserved for a ruler from a ruler, therefore we increased his removal by law, but that is due to what he has done wrongly. The king is commanded to protect himself from deviating from what he has limited in terms of rulings regarding his subjects and himself, for he is a ruler over himself. Each of you is a shepherd and each of you is responsible for his flock. Man is a shepherd of himself and whatever he exceeds. That is why he, may God’s prayers and peace be upon him, said, “Your soul has a right over you, and your eye has the right to speak over you. So whoever does not fulfill to whomever he pledged allegiance to what he pledged allegiance to, he has isolated himself and is not a king, and if he is a ruler, then every ruler is not an authority, for the authority is from He will be an argument for him, not against him. For this reason, God made the spheres revolve around us every day in order to see to the rulers what the creation’s need for them is, so they fill the defect and implement the decrees of God Almighty from the fact that He is desiring His creation, not from the fact that He is a commander, so they implement His decrees that He, Glory be to Him, commanded them to implement in them, which is decree and destiny in different times. Everything is determined by destiny, even the incapacity, the bag, and every small and large thing.
