(according to the Konya manuscript)

That is, the Messenger whom We appointed as successors from us, so We gave him the right to command and prohibit, in addition to conveying Our command and prohibitions to Our servants. Then God Almighty said in the same verse, “And those who have authority are among you.” That is, if a successor is appointed over you on behalf of My Messenger, or you assign him to you from among you as he has legislated for you, then listen to him and obey him, even if he were an Abyssinian slave with hairless limbs. Your obedience to Him is obedience to the Messenger of God, may God bless him and grant him peace. That is why he did not appeal to those in authority, “Obey.” He was satisfied with his saying, “Obey the Messenger,” and he was not satisfied with his saying, “Obey God,” regarding his saying, “Obey the Messenger,” so he explained that there is nothing like Him, the Almighty, and he resumed the statement by saying, “Obey the Messenger”

[ It is not for those in authority to legislate laws: that is for the messengers of God ]

This is evidence that God Almighty has legislated for him, may God bless him and grant him peace. And he granted us the right to command and forbid, and those in authority do not have the right to legislate a law. Rather, they have the right to command and prohibit what is permissible for them. And if they command us to do what is permissible or forbid us to do what is permissible and we obey them in that, we will be rewarded in that with the reward of whoever obeys God in what He has imposed upon him of command and prohibition. This is from God’s generosity to us and he does not realize it. The negligent among us

(another issue from this section) [The truth is not restricted by what is above from what is below, nor what is below from what is above]

The angels and all of creation were commanded to prostrate and to make closeness with Him

So he said, prostrate and draw near, and he, may God’s prayers and peace be upon him, said, “The closest a servant is to God is in his prostration ”

So that they know that the truth is in attributing superiority to Him from His saying. And He is the Omnipotent, above His servants, and they fear their Lord from above them, as referring to the lower to Him, for prostration seeks the lower with His face, just as standing seeks the upper when he raises his face with supplication and his hands. God has made prostration a state of closeness to God, and He, Glory be to Him, did not restrict the higher from the lower, nor the lower from the higher, for He is the Creator of the above and the below, just as He did not restrict it. Resurrection on the Throne restricts Him from descending to the lower heaven, and descent to the lower heaven did not restrict Him from ascending to the Throne, just as the ascending and descending did not restrict Him from being with us wherever we are, as God Almighty said, “And He is with you wherever you are” in the sense that befits Him and in the manner that He intended, as

He also said, “Neither my earth nor my sky can contain me , but the heart of my servant can contain me”

As Hud, peace be upon him, said about him, “There is no living creature but that He takes hold of its forelock.” And God Almighty also said regarding the dead, “And We are nearer to him than you are, but you do not see,” so he attributed Closeness to him than the dead. The Almighty also said, “And We are closer to him than his jugular vein,” meaning man, with His saying, “There is nothing like Him, and He is the All-Hearing, the All-Seeing.”
