Then this verse is one of the most difficult verses revealed in the Qur’an regarding man’s shortcomings and the apparent lack of divine care for him. In our view, God did not delay his creation and the existence of his essence except for God’s care for him, because if God had created him as the first of things, a time would pass over him when there would be no caliph. Then whoever has prepared him for the rank of caliphate and acting on his behalf, the existence of his own person must be delayed from the existence of notables, so that the name of the caliphate does not disappear from him in this world or the hereafter. He only exists as a royal master, just as he and others belong to God as a slave-mamlouk, so he favored the entire world with the caliphate, so it was not for anyone other than man, and this rank was obligatory.
