Abu Dawud narrated on the authority of Saeed bin Al-Musayyab that a man from the companions of the Prophet, may God bless him and grant him peace, came to Omar bin Al-Khattab, may God be pleased with him, and he testified that he heard the Messenger of God, may God bless him and grant him peace, during his illness in which he died, forbidding Umrah before Hajj.

This is mursal and very weak, as the authentic hadiths contradict it
