If the discourse of the Sharia relates to the outward, its consideration is in the inward, and if the discourse of the Sharia relates to the inward, its consideration is in the outward. The scholar is still looking at the legislator on whom he has suspended the ruling on what he brought in this particular issue. Is it in the outward, such as movements, or in the inward, such as intention, envy, malice, and wishing for good? For the believers, good thoughts and bad thoughts, wherever the legislator attaches the apparent speech of the tongue to it, there is consideration in return for it or in exchange for judgment, like a good thought is matched by an ugly thought and a good action is opposed to it in the outward appearance. This is the opposite of the norm, like doing good with a non-Muslim due to the fact that he is acknowledging his Lord, not knowing what is due to him . p
