He is the one to whom the action relates, and it is his saying, Do. And what the Messenger has given you, take it, and what he forbids you, abstain from it.

He, may God s prayers and peace be upon him, said, What I have forbidden you to do, stop.

This is from his mercy to his nation He does not speak of whims.
